Members of the Council are requested to attend the above Meeting to transact the following business: -

1.  Apologies for Absence and approval of apologies

2.  Declarations of Interests.  To declare any ‘pecuniary, non-pecuniary or    other pecuniary’’ interests relating to items on the agenda having regard to the Code of Conduct for Members and having taken appropriate advice (where necessary) before the meeting.    

3. a) Public Question Time. a) A maximum period of 10 minutes to allow members of the public to ask questions or to make statements, and for Councillors with ‘pecuniary, non-pecuniary or other pecuniary’ interests under the code of conduct for Members to make statements. b) Update from HAPPY group with presentation

4.  Minutes.  To approve the minutes of the Council meeting held on 13th January 2020.

20/00030/FUL- Frank Vaizey House, Colne Valley Close, Halstead - Removal of external timber railings/handrails and replace with metal railings 

20/00027/FUL - Trinity Court, Halstead, Essex - Installation of replacement railings/panels to communal area to rear courtyard elevation.

19/02185/HH - 1 Orville, Mallows Field, Halstead - Erection of outbuilding to be used as workshop.

20/00071/FUL - Blamsters Oak, Mount Hill, Halstead - Change of use of the staff training area and a portion of the existing office area to a self-contained one bedroomed supported living unit.  A portion of the office space will be retained for office purposes.

20/00121/HH - 1 Tidings Hill, Halstead, Essex - Single storey extension to existing outbuilding in order to create annexe Accommodation

20/00154/FUL - 1 Windmill Road, Halstead, Essex - Erection of a detached 3 bedroom dwelling and new vehicular access

Halstead care home residents take birdwatch weekend to the ‘nest’ level

care home

Residents at a care home in Halstead celebrated Britain’s best birds as part of the world’s largest garden wildlife survey – and it was a flying success!

This year’s RSPB Big Garden Birdwatch saw residents at Care UK’s Colne View, on Dame Mary Walk, celebrate the best of British birds with some exciting avian-themed activities.

Inviting along pupils from St Andrew’s Primary School for the celebrations, both residents and children enjoyed a visit from Birds of Prey Rescue, giving them the opportunity to get close to some of Britain’s most magnificent creatures.  Everyone enjoyed the special ‘show and tell’ session, where they were able to learn more about our feathered friends.

Putting their baking skills to the test, residents and pupils also made their very own edible bird nest cakes, which were enjoyed while reflecting on the exciting day.

Razvan Stanbeca, home manager at Colne View, said: “Residents love taking part in nature-themed activities here at Colne View, and we had a lot of fun celebrating this year’s bird-themed event with help from pupils at St Andrew’s Primary School.

“Animal therapy can be extremely beneficial for older people – especially for those living with dementia. Being close to animals can help lift a person’s mood, stimulate social interaction and ease agitation. Connecting with nature can also encourage happy memories and the associated emotions.

“I’d like to say thank you to Kala Dowsett and John Dowsett, from Birds of Prey Rescue and the pupils from St Andrew’s Primary School for joining us and making the day so special. Everyone certainly had a fantastic time celebrating the best of British birds!”

Over 60's Outings 2020 Destinations and Cost

Halstead Town Council will be  arranging five coach trips for 2020 for persons over 60.

Destinations: 

13 May - Melton Mowbray

10 June - Hastings 

15 July - Great Yarmouth

02 September - Worthing

14 October - Norwich

The subsidised cost of each trip will be £14.50 per person, per trip.  Persons over 60 from outside Halstead Town can travel for £20.00. 

To guarantee a place, forms must be returned between Monday 10 February and Friday 27 March.  Perons from outside of Halstead and Halstead residents not returning their form by Friday 27 March, will be placed on the reserved list and offered a place if there are any cancellations or available spare seats on the coaches.
